syscallcompat: OSX: add Fallocate and Openat wrappers
...and convert all calls to syscall.{Fallocate,Openat}
to syscallcompat .
Both syscalls are not available on OSX. We emulate Openat and just
return EOPNOTSUPP for Fallocate.
